To qualify, applicants must:

​

 1. Live or work in New Smyrna Beach for at least 9 of the last 15 months.

 2. Have a total household income below 80% of the HUD annual income guidelines.

 3.  Have experienced a hardship within the last 180 days, such as:

       a.  Severe, weather-related damage

        b.  Medical emergency

        c.   Income loss

        d.   Major automobile breakdowns
